do i have a skin disorder?

yeah, i do take care of my skin a lot its just my hands and some parts of my arm i have these nasty dried bumps all over my hands and i do use lotion, and my mother is a massager so i know im putting in the lotion right but ive always get these nasty dried skin and i was wondering if i have a skin disorder and what kind?
