What kind of pants are you wearing when working out? The vibrations could cause the fabric to rub against your skin and cause irritation, especially if you just shaved your legs. Even if they are shorts, if they are hitting at the wrong spot, it could bother your skin.
Put some lotion on your skin before you work out, one like Aveeno with oatmeal is good and helps with irritation. If that doesn’t work, try calamine lotion or cortisone cream.
